Abstract

By elections were crucial to nineteenth and early twentieth-century politics because they offered the most reliable evidence of movements of public opinion between general elections. This essay examines in what way, if at all, by-elections also influenced policy-making in the major political parties. It does this by looking at the issue of land reform in by-elections over the period 1885 to 1914.
