Overview of manning issues and how navies have dealt with them since the end of the Cold War. Discusses the downsizing of militaries after the Cold War; cost factors of personnel; the increasing rise of professionalism; changing educational backgrounds and expectations on the part of naval personnel and the changing gender balance within navies in the last 30 years.
