Abstract
This report has been prepared as an expert contribution to the preparation of a report under the same title by the Committee on Culture, Science, Education and Media of the Parliamentary Assembly of the Council of Europe (rapporteur Mr Koloman Brenner). It expands several issues already touched upon in the rapporteur’s introductory memorandum [AS/Cult (2018) 37], making extended use of relevant academic literature and data on academic freedom in the EU states
