Abstract
This plenary speech is devoted to the development of inclusive culture. The road to the inclusion of children with special needs is long and complex. Inclusion is not a destination but a process of the growing extent of participation in social life and decrease of the extent of alienation from culture, from the system of primary and secondary education.
Each country builds this road in its own manner. For a country like Russia, even each region has its own specifics, which determines the design of aid services as well as variants of special needs child engagement trajectories with the society.
