Abstract
Since January 1992 when the Algerian military nullified the results of the first round of the legislative elections, Algeria experienced an unprecedented level of violence
and human rights abuse. While the situation is still very critical, the levels of violence and human rights abuse have decreased since Bouteflika became president in April
1999. This article assesses the state of human rights since that date. It looks at the Law on Civil Harmony, reforms of the judicial system and the provisions to improve the
socio-economic conditions of the average Algerian citizen. The article concludes by making some recommendations about future developments of human rights.
