Abstract
This report has been prepared as an expert contribution to the preparation of a report under the same title by the Committee on Culture, Science, Education and Media of the Parliamentary Assembly of the Council of Europe (rapporteur Mr Koloman Brenner). It expands several issues already touched upon in the rapporteur’s introductory memorandum [AS/Cult (2018) 37]. The latter examined various aspects of the Parliamentary Assembly’s previous considerations of definitions of academic freedom and recommended that the definition of academic freedom and university autonomy be re-examined by the Parliamentary Assembly and better specified. The paper also indicated specific areas that deserved particular attention by the Committee and the Assembly. These were:
• Raising awareness of academic freedom rights among academic staff and students.
• External and state funding of higher education.
• Self-censorship in academia.
• Academic freedom under neoliberal trends and marketisation of education.
• Domestic and international protection for academic freedom.
